The report provides a thoughtful and readable account of recent developments in civil service leadership training and the need for future action to establish a new institution, building on the Civil Service Leadership Academy capable over time of delivering the full spectrum of civil service learning and development. Particularly welcome is the recommendation on governance, reflecting the evidence of our Chair Sir Richard Mottram, that the government should appoint an individual or body to be held responsible for civil service learning and development.
